Behavioral healthcare is a rapidly growing field. As more funding has become available, many new programs have opened, existing centers have expanded, and access to care has increased. Concurrent with this growth, however, have been ethical concerns as programs rapidly transform.
 
Owners and operators are concerned about competing with organizations that engage in patient brokering, misrepresentation in marketing, overreliance on drug testing, and inaccurate or fraudulent financial and outcomes data. Reputable providers face ethical dilemmas as they balance growth and investment opportunities on one hand with providing effective and efficient patient care on the other. Anita Maria Pindiur, MS, LCPC, CADC, PCGC, ICDVP, CAMS-I A Licensed Clinical Professional Counselor (LCPC) in Illinois with over 15 years experience working with individuals and families impacted by chemical and process addictions. Proven and accomplished executive within the nonprofit arena with a track record in operations, strategic planning, grant writing, program development and community relationships.  Grounded in servant leadership, Ms. Pindiur is energetic and focused on achieving exceptional outcomes for clients, staff and the organization. MS Pindiur also has over 15 years of direct client services, including that as Clinical Staff supervisor. She serves on many boards and committees, and is currently serving at the President of the Illinois Council on Problem Gambling (ICPG).

Terry has over 25 years of experience working in addiction and behavioral health — including 12 years in executive leadership roles with three prominent companies in Illinois and Florida. Terry began his career as an alcohol and drug abuse counselor. He served as an employee assistance counselor for Amtrak Railroad and then as executive director for the Council for Alcohol and Drug Abuse Services in Tennessee. He developed and implemented prevention programs in schools and provided counseling to youth and families in Bogota, Colombia. He is a Certified Alcohol and Drug Counselor. He has presented at national and regional conferences, conducted interventions, and provided several print and broadcast interviews on addiction treatment.a Certified Alcohol and Drug Counselor. KEVIN J. RYAN is a Member of the Firm in the Health Care and Life Sciences practice, in the firm's Chicago office. Mr. Ryan Advises for-profit and not-for-profit health care clients, including hospitals, nursing homes, surgery centers, physician groups, and other provider organizations and businesses on transactions and regulatory matters, including licensing laws, HIPAA privacy requirements, and state and federal administrative matters. Mr. Ryan counsels providers on Medicare and Medicaid rules relating to state and federal anti-kickback and fraud and abuse laws; the physician self-referral laws, also known as the Stark Law; and reimbursement issues. He also counsels for-profit and not-for-profit businesses on mergers, acquisitions, and joint ventures. Drafts and negotiates managed care agreements, physician employment agreements, licensing agreements, and management services agreements. Mr. Ryan advises international clients on issues concerning the globalization of the health care industry, including the development of, and participation in, international provider networks and the growing medical tourism industry.

Dr. Rodriguez received a bachelor’s degree in psychology from the University of Puerto Rico, and master’s and doctoral degrees in clinical psychology from the Carlos Albizu University. Consistently working with a diverse population of individuals and families, her wide range of experience includes helping clients struggling with substance abuse, family dysfunction, co-occurring disorders, and trauma. Additionally, Dr. Rodríguez has taught undergraduate courses as adjunct faculty and conducted psychological evaluations in private practice. She is fluent in Spanish and English.
